David Himbara is an Affiliated Scholar at the University of Toronto, Canada. Himbara has extensive experience in education, authorship, and consultancy in socio-economic development. His career includes teaching roles in North America and Africa, such as the School of Governance at the University of Witwatersrand (WITS) in Johannesburg, South Africa. Himbara’s substantial consulting work included South Africa’s Ten-Year Review of the country’s progress post-Apartheid. The Development Bank of Southern Africa (DBSA) assigned Himbara to lead Knowledge Management Africa (KMA), which coached African governments in evidence-based policymaking.

Lion Leads Rwanda
Rwandan President Paul Kagame’s rhetoric took a peculiar turn before and after his extraordinary 99.18% electoral victory in July 2024. He publicly expressed shame in being Rwandan and disparaged the people of Rwanda, especially his government officials, as “spineless.” In a grandiose declaration, he likened Rwanda to being led by lions, led by a lion.
