David Himbara
David Himbara is an Affiliated Scholar at the University of Toronto, Canada. Himbara has extensive experience in education, authorship, and consultancy in socio-economic development. His career includes teaching roles in North America and Africa, such as the School of Governance at the University of Witwatersrand (WITS) in Johannesburg, South Africa. Himbara’s substantial consulting work included South Africa’s Ten-Year Review of the country’s progress post-Apartheid. The Development Bank of Southern Africa (DBSA) assigned Himbara to lead Knowledge Management Africa (KMA), which coached African governments in evidence-based policymaking.
The selection of Himbara by WITS to lead its team resulted in the successful establishment of the World Bank’s Centre for Learning on Evaluation and Results (CLEAR) at the university. This program provides support to governmental clients across sub-Saharan Africa. Himbara, as the Principal Private Secretary to Rwanda’s President Paul Kagame and Head of Strategy and Policy, played a pivotal role in founding the Rwanda Development Board (RDB). With a PhD in political economy from Queen’s University in Canada and a notable publication record, including five books, Himbara has made significant contributions to theory and practice in socio-economic development over the past three decades
